Lapu-Lapu City, Cebu will have its first-ever skyway that will link the Mactan-Cebu International Airport to the Cebu-Cordova Link Expressway (CCLEX) or the third bridge, the Lapu-Lapu Expressway (LLEX).

LLEX is under a Private-Public Partnership (PPP) arrangement of Lapu-Lapu city government together with Premium Megastructures, Inc (PMI), Ulticon Builders, Inc., and MTD Philippines, Inc.

The project will cut down on city traffic congestion and lessen the time it takes drivers to get from the airport to the Cebu South Road Properties (SRP) to seven minutes. Secondary gains that LLEX can bring to the city are more economic growth from investors and more traffic on its tourist spots both of which will generate more jobs for its citizens.

The City of Lapu-Lapu and the Lapu-Lapu Expressway (LLEX) Corporation signed a memorandum of understanding for the projected P24.8 billion Lapu-Lapu expressway, popularly known as the skyway project.

 

On June 9, 2022, the City Council approved Mayor Jun “Ahong” Chan’s joint venture agreement between the city government and LLEX Corp., consisting of Premium Megastructures Inc., Ulticon Builders Inc., and MTD Philippines Inc. The JVA outlines the roles, project scope, and financial terms, and the partnership will leverage the companies’ expertise to achieve project objectives.

 

The project aims to serve 50,000 vehicles daily, effectively relieving traffic congestion in Lapu-Lapu City. The expressway will be a four-lane, 12-kilometer toll road on Mactan Island.
