Lapu-Lapu Expressway Corporation is a special purpose company registered with the Philippine Securities and Exchange Commission (SEC) in 2021 by Premium Megastructures, Inc. (PMI), Ulticon Builders, Inc. (UBI), and MTD Philippines Inc. (MTD).
It was organized for the purpose of implementing the Lapu-Lapu Expressway (LLEX) Project, which was awarded by the City of Lapu-Lapu to the consortium of PMI, UBI, and MTD, which proposed to design, construct, finance, operate, and maintain this crucial P 24.8-Billion infrastructure public-private partnership project by way of a joint venture with the City.

LLEX Corp. is specifically authorized to engage in the construction and contracting business involving expressways or toll roads, including the operation and maintenance thereof, as well as the conduct of related commercial or business activities.
The Lapu-Lapu expressway
A four lane, 12-kilometer toll road. A huge undertaking that will connect the Cebu-Cordova Link Expressway (CCLEX) to the Mactan-Cebu International Airport (MCIA) in Lapu-Lapu City.
